Maria Elena Maestas, Coalition Coordinator/ UHVCIRS Project Director: Maria Elena Maestas attended UNM and started her career with the APS Security Police Department, where she was responsible for picking up children who were neglected and abused.  She took statements from the children, escorted them to the All Faiths Receiving Home, and prepared cases for court.  When this became a revolving door and too difficult to continue, Maria moved to the Human Resources Department, was certified in teaching MS Office, and supervised the IT Department, creating a Human Resources Database for all Teachers and certified staff to facilitate hiring.  Maria retired from the Maintenance and Operations Emergency Center/Facilities Planning as a supervisor, where she also implemented the district’s leading-edge work order system. Later, Maria worked in Human Resources for Pulte Homes.  Maria was hired by an engineering company where she became the Business Operations Manager.  Four years ago, Maria was asked to apply and was chosen to lead the BCHVWG Coalition for ECECD’s Early Childhood.  Maria felt this was the best way to assist the most vulnerable children and families through home visiting and to work on the side of prevention. Maria is passionate about collaboration, the children in Early Childhood, and the families who need resources.

Angelica Vigil

M.A., Coalition Assistant Coordinator/ UHVCIRS Project Manager

Angelica Vigil is a co-coordinator for the Bernalillo County Home Visiting Work Group and project manager for the Universal Home Visiting Centralized Intake and Referral System. With a background in healthcare management and federal administration, she brings a strategic and community-focused lens to early childhood initiatives. Angelica holds a Master’s degree from Texas A&M University and lives in Albuquerque with her husband and two children.

Linda Romero

Director of Program Operations, CommonSpirit St. Joseph’s Children

Linda Romero is the Director of Program Operations for the Home Visiting department at CommonSpirit St. Joseph’s Children, bringing over 20 years of dedication to the field of Early Childhood. She has been with CommonSpirit for more than 14 years. For the past decade, Linda has also actively contributed to the Bernalillo County Home Visitor Workgroup, where she holds a position on the Steering Committee.

Teresa Garza is the Home Visiting Program Manager for YDI’s Parents as Teachers initiative and has spent the past nine years supporting families through highquality home visitation services. She brings 25 years of Early Childhood Education experience to her role, grounding her leadership in deep expertise and a longstanding commitment to the wellbeing of young children and their caregivers.

Chrisine Hollis is a strategic health communication/social marketing professional, has collaborated with, trained, and assisted community-level coalitions, non-profits, schools, healthcare and government agencies implement a wide variety of successful programs in the U.S. and overseas. Results include: improved maternal/child health in developing nations; increased use of public health services by made-disadvantaged populations; a national social marketing plan to address children’s mental health; and a statewide, stakeholder-driven design to transform/improve New Mexico’s health and medical system.

Pierce Ferriegel

CEO, The Community Lighthouse 

Pierce Ferriegel is the Owner and CEO of The Community Lighthouse, a leading mental health organization dedicated to empowering children, families, and professionals throughout New Mexico. Since stepping into leadership in 2013, Pierce has combined his background in psychology and business with a passion for service to expand access to high-quality behavioral health care across the state. 

A lifelong advocate for meaningful employment and community impact, Pierce leads with a servant’s heart—believing that when teams are deeply supported, they in turn provide exceptional care to those they serve. Under his direction, The Community Lighthouse has experienced exponential growth and was honored as one of Albuquerque Business First’s 2025 Best Places to Work.   

Pierce currently serves on the board of the New Mexico Behavioral Health Providers Association (NMBHPA), where he works collaboratively to improve systems of care and advocate for equitable mental health access statewide. With over a decade of executive experience and a steadfast commitment to values-driven leadership, Pierce continues to shape the future of behavioral health in New Mexico.

Community-Focused Professional

Dominique Martinez is a dedicated community-focused professional from Peralta, New Mexico, currently employed with Lovelace Health Systems at Lovelace Women’s Hospital in the Labor of Love program. She brings over fifteen years of experience in home visitation and early intervention, supporting families with young children through relationship-based, strengths-focused services.
Dominique holds a Bachelor of Arts in Early Childhood Education from New Mexico Highlands University. Throughout her career, she has remained deeply committed to improving outcomes for children and families by promoting early development, family well-being, and access to supportive resources. Her passion for advocacy and community engagement continues to guide her work, as she strives to empower families and strengthen communities across New Mexico.

Victoria Roanhorse

Ruth Juarez

Ruth Juarez brings over a decade of research experience at the UNM Center for Social Policy

Ruth Juarez brings over a decade of research experience at the UNM Center for Social Policy, where she supports evaluation and reporting efforts across a wide range of projects. Drawing on graduate training in Physics and Chemistry, she applies strong analytical skills to the acquisition and analysis of data from disparate sources. Her work includes the development of interactive dashboards designed to raise awareness and improve understanding of complex educational ecosystems.

J. Eileen Myers

Enhanced Referral Specialist, CommonSpirit St. Joseph’s Children

Eileen has been a Referral Specialist with St. Joseph’s Children for over 16 years, with more than 35 years of total experience working with children and families as a Referral Specialist, Home Visitor, Family Interventionist, and Parent Liaison. She has extensive experience serving families, immigrants, and individuals with mental illness and developmental delays. 

She loves her 10 grandchildren and gardening — not always in that order. She has five children, though she only gave birth to one. Eileen has always been a helper, caregiver, fixer, and peacemaker (whether people wanted her to be or not). Most importantly, she loves the Lord. Eileen cares deeply and loves meeting and talking to people, especially children.

Eileen’s favorite sayings are: “To make a short story long…” and “If you can’t say nuthin’ nice, don’t say nuthin’ at all.”
